Flour Wheat Handling and Processing Complexes

The design, engineering and construction of four vertically-integrated bakery complexes in Turkmenistan comprise a large and complex project performed by the Ibberson International Consortium Corp. The consortium is made up of three companies: Ibberson International, Inc.; Day Dis Ticaret Ve Turizm Yatirmlari A.S., a Turkish company handling the construction; and Texuna International Ltd., a Hong Kong-based trading and sales rep company.

Valued at over $70 million, the project required financing which was arranged by the consortium group. All four bakery complexes, which each include wheat handling and processing, have 50,000 tons of grain storage. One site has the capability of producing 150 tons of flour per day, while the other three each have 200 tons of flour per day production capabilities.

The complexes have facilities for receiving wheat from local fields or bulk imports, a cleaning house, a flour mill, a feed mill and a bakery to produce bread for the local population. Excess flour production will be distributed to other area bakeries. The feed mills process and mix the flour mill byproducts with other ingredients, for use as animal feed.

Ibberson’s project services were engineering; equipment selection, buy-out and shipment; and equipment installation advisory. During the equipment shipping phase, Ibberson coordinated and shipped over 230 containers of equipment and building materials from the US to Turkmenistan, resulting in a certificate of appreciation from the US Department of Transportation, Maritime Administration.

In addition to the consortium’s project financing, Export-Import Bank of the United States granted guarantees for the funding of a major portion of the project, thereby allowing other US banks to provide credit for a major portion of the project. Ibberson played a key role in helping Turkmenistan secure credit from US lenders, and Day and Texuna assisted with local finance arrangements.

The four-site project is a priority for the Turkmenistan government, representing part of the effort to feed its population of about four million since independence in 1991 from the former Soviet Union.

During commissioning of the complexes, Ibberson will spend time on the sites training employees and checking systems to make sure that the facilities meet performance standards.
